Soil testing

What kind of agency or organization would I contact locally to get soil testing done? I have some railroad ties dividing the driveway from the garden area and was never aware that they are so poisonous. I need to have the soil tested for arsenic and lead content.

Does anybody have an idea how I could minimize the bad effect of the ties without removing them? Anything to prevent them from leaking their pestizides into the surrounding area? They are already there for a few years. Would they still be bad or maybe the amount of crap coming out of them becomes insignificant over the years? Thanks a lot. :mad:
