What is the difference between a skin brush and a regular hair brush?

Can't you just use a hair brush for brushing the skin?

I have, but a skin brush is better.

A hair brush is a dense "scratchy" brush like the kind you use to scrub your back in the shower. They loosen more skin cells and improve circulation better than a hair brush (like the kind with plastic teeth with the little bulbs on the end of it).
