I bought a green tea powder from the Asian market the other day. It wasn't matcha (technically) but some may call it that. It was micro-ground green tea. It says on the label that it was ground with "fresh" green tea leaves at low temperature which preserves it's nutrients.
It is this product: http://www.amazon.com/Matcha-Green-Frappe-Smoothie-Powder/dp/B001U337VU/ref=sr_1_45?s=grocery&ie=UTF8&qid=1295350045&sr=1-45
Other companies in China sell what is called "microground green tea". It's not technically matcha as matcha is made in japan and made either from gyokuro or tencha green tea leaves.
but my wild guess is this isn't truly raw. They still probably steam it as that's the tradition in China and Japan.
this one seems to be Really raw...

"Ultramicro Green Tea Powder has the green color of fresh tea leaves and fine texture and is the best raw material and additive for food. It can be used in food preparation and added to beverages. While possessing qualities that are beneficial to your health, its taste is refreshing.
Our high quality organic green tea powder is fresh, healthful and wonderful for a multitude of healthy recipes and beverages."
Also to find raw green tea I guess it would be best to get some from a private organic farm or small organic farm.. perhaps away from the asian markets since tradition is to steam it whereas farms in the west may not steam it.
