I would guess that since you are here he is not consuming dairy. Is it possible he accidentally consumed some recently? It will stuff me up in a heartbeat. In me, and many folks, it thickens mucous and gives rhinitis, causes ear canal to become injected (red and inflamed), leads to ear infections, etc.
If he does consume dairy I would remove it for now and increase water. I think it is black cherry juice that can help to thin mucous. You can get it in concentrate and avoid the added sugars in most bottled juices. If you are able to get him to sniff some salt water (1/4- 1/2 t. per 8 oz. body temp water) up his nose or use a neti pot, that may relieve it some.

You are going to have to find out what is causing the mucous. Has he picked up a cold virus. Is everyone else in the house OK.
Does he have an allergy.
