Am I to late to plant a garden and start growing stuff for the summer? I've never done this before!

No! You can plant started plants (they may even be on the discount table, now!), and of course, almost all the greens can be planted now, and over the next two months, for Fall harvest.
Take a look at Territorial Seed Company's web site. They have lots of information on planting things for Fall/Winter. Talk to other people near you that have gardens.

What part of SoCal? We've got a list (Altadena local) where local growers share tips on growing, harvesting, etc. Once a month we (more they, than we) get together and swap what we/they have. (I've not been yet).

I live in the San Diego area!! I didn't end up doing my garden though. To much going on back then. Maybe this next year!

Pretty much always plantin' time in SoCal. Check my links if you've not already done so. You can always start a meetup or yahoo group and connect with others with same interests in your area.
