i have seen in some recipes that you can "rice" parsnips...I have no idea what I am trying to do either...maybe turn parsnips into rice?

A food processor....and a sense of timing when to stop the blades. :)

O.k., I would use the pulse thingy on the fp. Can do it with cauliflower as well.

now what about the texture? I guess it would just make it small enough that it would by soft, aldente~ish maybe?

Parsnips ~ probably; Cauliflower, I'd marinate it somehow.
