By raw do you mean enzymatically active? Most probably not.

I actually bought some of the whole flax seeds (Bob's) last week because I could only make it the regular supermarket, not the HFS. I put in a bowl with water to soak for crackers, and well, forgot about them...for 3 days! They sprouted! With tails and everything...I ended up throwing them out last night because I didn't know if I could still eat them (3 days in the same water, sprouting...didn't know if they had gone rancid or whatnot).
But I believe that if something actually sprouts, then they are raw. I don't know what they're processes are (how high the temps get during grinding), but I know the whole is ok, so there might be a chance that the ground is fine too.
I know that's not what you really asked, but thought I'd throw in my 2 cents....:p

Hi! I used to buy the Bob's Red Mill ground flax and some one mentioned that is was not raw. I called the company and they said that their milling process heats the flax seeds to a temperature higher than what we rawbies like/require. I can't remember what degree they said, but it was definitely higher than the 115 to ensure it's rawness and enzyme content. So I know buy my flax whole and grind them in my coffee grinder... cheaper and raw. :)
