oats and rye

Are the organic raw oat/and or rye flakes that you get from the health food store considered raw?
I was thinking of making some bars for travel.

Coming across raw oats is very rare. Look for "raw oat groats";)

Apparently the oat groats labeled raw are still steamed to prevent rancidity, which is why Alissa sells truly raw oat groats, last I knew.
