Can I sprout those from the local store?
I cannot get organic.

i've read that they contain a toxin that is destroyed during cooking but are not safe to eat sprouted. i avoid them (and all grains/beans/legumes for the most part).

I've seen many recipes containing sprouted chick peas/garbonzo beans, including Alissa's book (I think there's a recipe, though I could be confused like usual :D)

But I have seen raw recipes containing sprouted garbonzo beans...

And I did buy a bag from a store (non-organic), and surprisingly they did sprout...I threw them in the freezer to use for a recipe, and forgot about them. I just threw them out this weekend because they were too old.

I have sprouted them a few times before. I did not feel too great after I had them (I made hummus); they were too difficult for me to digest. I am fine after just a bit, though.

Are you wanting chickpeas or just hummus? There is a good no-chickpea hummus in Alissa's book. It hits the spot more for me than the chickpea recipe.
