Oat Groats

I saw these at my local health food store in the bulk section. Are they raw?

The general thought is that if it doesn't specify raw, it likely isn't. I DO buy oat groats.....the groat is essentially the first product after the oat kernel has been hulled. I don't believe heat is a factor in the hulling, so that, in turn would make it raw, I assume. Oat groats can be sprouted, so wouldn't that make them a "living food?".....I would tend to think so! I know Ani Phyo uses them in a few of her recipes, and I can't imagine she would use them if they weren't raw!
