I don't know what it is never seen it on the shelf at our health food store.
Is there anything i can substitute for it?

Lucuma is a sweetener. Similar to maple syrup. What are you making? Then I could maybe tell you what you can sub for it.
I get my Lucuma powder at www.naturalzing.com - a family-owned, small business. It's really good stuff!

Is it always a powder form? Is it always raw?

I'm trying to make a strawberry pie and it calls for the powder but i have some maple syrup so i'll use that instead.

Welcome. Nope, it's not always powder. I have some "chips" too. I would bet it's not raw unless you buy from a trusted source.
