I don't think there are raw mints. I've wondered this myself. I love the minty taste. I'm curious to see the resonpses. I'm hopefull lol.
There are many varieties of mint plants and any of them would do well in a container. I have chocolate, orange, lemon, pineapple, spearmint, peppermint, all in containers ... hmmm ... You might go to the garden center and try a leaf from each kind. If one grabs your fancy they are very easy to grow.
As for making something tic tac like maybe someone else can help you. If it doesn't exist now, there are others with the same idea and it will sooner or later.

You can eat plain mint leaves. I do that sometimes. I've even taken it with me in a plastic bag.
I have made raw chocolate mints but they had dates in them so they were rather sticky.
One thing you might try is mint toothpicks. I used to make those when I was in Jr. High. Cinnamon toothpicks were a big thing at my school, but I preferred the mint ones. Just get some cheap flat toothpicks and a small bottle of pure peppermint oil. Not the extract. The oil. Lay some of the toothpicks on a saucer and pour the oil over them. Let them soak for a day or two until they soak up all of the oil. Store them in a small jar, waxed paper or a plastic bag. Obviously you don't eat these. Just suck on them.
