and where can I buy them?

they aren't just regular oats like for oatmeal are they?

Oat groats is the oat grain that has had the outer shell removed. Raw, uncooked, not heated, hullesss, tender and very quick to sprout.
AKA Oat Groats, these are a wonderfully tender grain with a mild sweetness.
