where are pesticides stored in veggies?

I try to buy organic when I can, but sometimes organic stuff is just not available or just way too expensive. I have read (Dr. Norm Walker's book on juicing) that, in vegetables, the pesticides stay in the pulp/i.e. in the fiber and that the juice doesnt contain the pesticides. Can anyone confirm this? or is this info obsolete ?
