I think the only really raw oats are ones you can purchase online such as Alissa sells on her site. That is the only source I'd trust!
The others are all steamed and oat groats are also steamed, I used to buy them and use a mill grinder to make flakes but I have stopped now that I know they are not really raw either.
And remember there is no such thing as a dumb question!

I think if you do a search on this topic, there's a long string about it a few weeks back.
My miller says his rolled oats are not steamed and are raw. I trust him and eat them in my muesli.
There is a lot of info online too if you do a Google on rolled oats - albeit conflicting.

Try your local Co/op or animal feed store.

or you can buy raw oat groats and roll them yourself with a manual grain mill. There's a thread here somewhere about that too.
I got mine for about $24 and it works like a charm.
